Penelope Brooks is from Memphis, Tennessee and attends the University of Memphis Cecil C. Humphreys School of Law. She has served as a Research Assistant Associate Dean of Diversity & Inclusion Demetria D. Frank.


  • Ms. Brooks is a Student Ambassador and Peer Mentor for the 1L Classes of 2025 and 2026. 
  • She was the 2022-2023 Treasurer for the Hispanic Law Student Association, and the 2022-2023 Diversity & Inclusion Chair for American Constitution Society. 
  • As a part of her commitment to her community, she has coordinated local outreach to underserved high school students and provided pro bono services at the Expungement Clinic.


Penelope is a published writer and served on a selection committee to select articles for publication as a staff member for Volume 53 of the Memphis Law Review. In her spare time, Penelope enjoys hiking, playing board games with her family, and traveling.
